Expansion of 100% medical cost coverage The updated HI policy prioritizes support for vulnerable populations. Specifically:

Full coverage groups: Individuals from near-poor households and seniors aged 75 and older (receiving social pension benefits) are now entitled to 100% coverage for medical expenses within the scope of benefits.

Subsidized insurance premiums for students Under Decree 188, HI premiums for students have been adjusted through significant state subsidies:

National support: The state budget covers at least 50% of the premium for students, reducing the individual contribution to a maximum of 631,800 VND per year.

Special mechanism in HCMC: Starting late 2025, Ho Chi Minh City has implemented a policy to provide free health insurance for all students and seniors by utilizing the local budget to cover the remaining 50%.
Wage reforms and occupational allowances for medical staff To retain talent and acknowledge the rigorous training required, the new salary regime includes key adjustments:

Higher starting pay grade: Medical doctors (general, dental, preventive…) and pharmacists will now be placed on the second salary tier immediately upon recruitment, rather than starting at the first tier as previously required.

Specialized allowances: A 100% occupational incentive allowance is granted to staff in high-risk fields, including emergency resuscitation, psychiatry, pathology, and forensics.

Support for grassroots health units: Medical personnel at commune-level stations in disadvantaged, border, or island areas receive a 100% allowance. In other regions, the minimum incentive is set at 70%.
