Establishing a legal framework for epidemic scenarios The recently passed Law on Disease Prevention 2025 officially integrates “proactive vaccination campaigns” into the state management system. Rather than relying solely on routine immunization or waiting for aid during outbreaks, authorities are now empowered to autonomously organize large-scale vaccination drives as soon as immunity gaps are identified within the community. This regulation allows for timely intervention in populations with accumulated immunity deficits, helping to prevent the resurgence of infectious diseases like measles at an early stage.
Roadmap for expanding free vaccine catalogs by 2030 The National Expanded Program on Immunization (EPI) will incorporate several critical new vaccines. Specifically, vaccines against pneumococcal disease and HPV are expected to be introduced starting in early 2026, beginning on a small scale before gradual expansion. By 2030, the influenza vaccine will also be officially added to this list. The strategic goal of the health sector is to restore vaccine coverage to over 95%, aiming to eventually eliminate certain infectious diseases according to international standards.
A shift toward comprehensive disease prevention The new law expands its scope beyond infectious diseases to cover non-communicable diseases, mental health, nutrition, and school health. This represents a transition from a defensive stance to the proactive control of various risk factors. Concurrently, a communication program for the 2025-2027 period will be launched to promote the concept of “lifelong vaccination,” encouraging public participation in both mandatory and voluntary immunization schemes.
