Ha Tinh Province has officially initiated a major shift in healthcare governance by transferring 209 commune-level health centers from the provincial Department of Health to the direct management of Commune People’s Committees. This move aligns with the two-tier local government model and aims to empower local authorities in primary healthcare.
Key Structural Changes:
-
Scope of Transfer: A total of 209 centers, including their personnel, preventive medicine tasks, and population management functions, are being handed over to local administrations.
-
New Operational Model: These centers will function as public service units directly under the commune-level government’s authority.
-
Dissolution of Intermediate Entities: The Hoanh Son Medical Center is scheduled for dissolution once its functions and staff are successfully reintegrated into the commune-level network.
Objectives and Expected Outcomes:
Integrating healthcare into the local administrative fabric is expected to:
-
Strengthen Grassroots Capacity: Enabling communes to be more proactive in disease prevention and localized population management.
-
Resource Optimization: By placing preventive medicine staff directly at the commune level, the administrative burden is reduced.
-
Enhance Primary Care: Improving the efficiency and speed of medical services for residents, in line with national healthcare strategies.
While the Department of Health will continue to provide professional oversight and licensing, the Commune People’s Committees will now hold full administrative responsibility for these local medical facilities.
