Recognizing strategic achievements in the health sector At the recent national conference reviewing the 2021-2025 term, Government leaders commended the relentless efforts of medical professionals in safeguarding public health. Despite global uncertainties, the healthcare sector successfully met socio-economic targets, notably controlling pandemics and resolving long-standing legal bottlenecks.
A significant milestone was the completion and inauguration of key medical facilities, including second campuses of major national hospitals, by late 2025. Simultaneously, the institutional framework was strengthened with specific policies that streamlined procurement, bidding, and medical service management.
Identifying existing challenges and areas for improvement Despite positive outcomes, disparities in healthcare access remain between different regions. Primary healthcare at the local level has not yet fully met basic needs, while hospital administration and digital transformation in some areas remain sluggish. Issues such as health security, gender imbalance at birth, and the mobilization of private sector resources continue to require comprehensive solutions.
Five key tasks for breakthroughs starting in 2026 To prepare for the next developmental phase, the Government has outlined strategic priorities for the health sector:
-
Implementing people-centric policies: Rolling out a roadmap for hospital fee exemptions and launching nationwide periodic health check-ups and free disease screening programs.
-
Mobilizing social resources: Creating mechanisms to attract private investment in healthcare infrastructure, pharmaceutical research, vaccine production, and high-tech medical equipment.
-
Accelerating digital transformation: Integrating technology across all sectors to enhance management and clinical efficiency.
-
Restructuring and medical ethics: Streamlining the organizational apparatus for efficiency while fostering the professional responsibility and ethics of healthcare workers.
-
Infrastructure completion: Ensuring the operational readiness of major hospital projects in Ha Nam and Ninh Bình to serve the medical needs of Northern and neighboring provinces.
