Health insurance updates for Ho Chi Minh City residents following the closure of 25 medical centers

Starting January 1, 2026, Ho Chi Minh City has initiated a restructuring of its grassroots healthcare network. Accordingly, 25 regional medical centers without inpatient beds have ceased operations, leading to adjustments in the initial medical registration locations for residents.

Restructuring the health station model The ward and commune health systems are transitioning into public service units under the direct management of local People’s Committees. Each health station will now serve residents within its jurisdiction and neighboring areas through a network of satellite points and specialized clinics. This reorganization is designed to ensure the continuity of health insurance benefits.

Transition of medical registration locations For individuals previously registered at medical centers with inpatient beds that are closing, authorities are automatically transferring their registrations to major hospitals to maintain professional standards:

  • Cho Lon area: Transferred to An Binh Hospital.

  • Hoa Hung area: Transferred to Trung Vuong Hospital.

  • Nhieu Loc area: Transferred to Nhan Dan Gia Dinh Hospital (Facility 2).

  • Can Gio area: Transferred to Tu Du Hospital (Facility 2).

Residents reserve the right to request a change to other suitable facilities based on their preferences until March 31, 2026. For health insurance cards originally registered at local health stations or regional clinics, the registration information remains unchanged.

Ensuring benefits during the transition period Updated information regarding new medical facilities will be automatically synchronized on electronic platforms such as VssID. During this transition, commune-level health stations will continue to provide medical examination and health insurance payment services as usual. Residents can use physical cards or digital alternatives like VssID, VNeID, and Citizen ID cards for medical procedures.

Furthermore, Ho Chi Minh City is developing a roadmap to convert the remaining 13 medical centers with inpatient beds into formal hospitals or secondary campuses of major hospitals in accordance with the new urban healthcare plan.
