Expanded benefits for vulnerable populations Pursuant to National Assembly Resolution No. 261/2025/QH15, the government is increasing support for citizens facing financial or social challenges. The policy adjustments include:

Near-poor households: Individuals categorized under the “CN” code will see their coverage increase from 95% to 100%.

Seniors aged 75 and older: Those receiving social pension benefits (coded “LH”) will have their reimbursement rate raised from 80% to 100%.
Implementation and system updates The Ministry of Health has instructed Social Security agencies to reconfigure beneficiary codes to ensure a seamless transition. Both groups will be reassigned to “Benefit Code 2,” representing full coverage within the insured scope.
Healthcare providers nationwide are required to verify patient information actively to apply these enhanced benefits correctly. Local health departments will oversee the rollout to ensure that the policy is implemented uniformly and that any technical difficulties are resolved without affecting patient care.
