Digital health records on VNeID officially recognized as equivalent to paper versions

The Ministry of Health has issued Decision No. 31/QĐ-BYT, establishing the legal validity of electronic health records integrated into the VNeID application. This move is designed to replace traditional paper books in administrative procedures and medical examinations.

Transitioning to a paperless medical system Under the new regulations, medical facilities and administrative agencies are prohibited from requesting physical documents if the equivalent information is already verified and displayed on VNeID. The core objectives of this policy include:

  • Streamlining procedures: Reducing the documentation burden for patients by utilizing existing digital data.

  • Data integration: Promoting the seamless exchange of health information across the national healthcare network.

  • Privacy assurance: All data sharing must strictly adhere to the 2023 Law on Medical Examination and Treatment and the 2025 Law on Personal Data Protection.

Comprehensive health data accessibility The electronic health profile on VNeID covers several key areas:

  • Personal demographics, medical history, allergies, and immunization records.

  • Specific clinical encounters: Including admission/discharge times, diagnosis, clinical indicators, and prescribed medications.

  • Medical summaries: Clinical progression, treatment methods, follow-up schedules, and attending physician details.

Patients or their legal representatives are granted the right to view and download detailed treatment records in PDF format directly from the app, ensuring transparency and personal data ownership.
