As part of the urban development roadmap for 2026-2030, Ho Chi Minh City’s healthcare sector is implementing a strategy to establish second campuses for top-tier hospitals at major city entrances. This is considered a key solution to restructuring the health system into a multi-polar model, effectively alleviating the clinical load on the city center.
Instead of founding entirely new institutions—which would require significant time and investment to build brand trust—the city has opted to expand existing reputable hospitals. These new branches (Campus 2) will not function as independent entities but as integral parts of their parent hospitals. They will operate under a unified system of technology, technical protocols, and quality management standards. This ensures that residents in suburban areas can access medical services identical in quality to those provided at major central hospitals.
The model is being deployed through various flexible methods: collaborations between specialized and general hospitals, merging underutilized facilities, or upgrading existing infrastructure with high-tech departments. The primary objective is to maximize land use and medical equipment at the city’s gateways, creating emergency and treatment hubs capable of handling critical cases within the “golden hour.” As these gateway branches become fully operational, central core hospitals will be freed to focus their resources on scientific research and the development of advanced, complex medical techniques.
