Financial irregularities addressed at An Phu Medical Center

On January 24, health authorities in An Giang province released an audit report regarding financial management at the An Phu Medical Center for the 2019-2024 period. The investigation revealed significant shortcomings in budget administration and fund utilization.

Specifically, the center disbursed nearly 6.7 billion VND in additional income payments exceeding the authorized limit. This overspending, coupled with accounting errors in medical insurance revenue, led to a severe deficit in the salary reform fund. Consequently, the facility still owes over 5 billion VND in vocational incentives to its staff from 2023. Furthermore, the center’s debt to suppliers for medicine and medical equipment has remained alarmingly high, exceeding 16.5 billion VND over the past two years, directly impacting healthcare quality and daily operations.

In response to these findings, the An Giang Department of Health has mandated the following actions:

  • Financial recovery: Reclaim nearly 4.6 billion VND from undocumented expenditures; recover over 960 million VND in profits from ultrasound equipment socialization; and demand the return of 6.7 billion VND in overpaid income to prioritize outstanding staff allowances.

  • Disciplinary measures: Formal disciplinary proceedings are being initiated against the Center’s Director and Chief Accountant for negligence in leadership, oversight, and accounting practices.

  • Debt resolution: The facility is required to work with the Social Insurance agency to settle approximately 6 billion VND in pending medical examination and treatment costs.
