Within the framework of the conference disseminating new legal regulations on food safety, the Ministry of Health has officially clarified the subjects and procedures for conformity declaration registration. The goal is to reduce administrative burdens while maintaining strict technical standards.
Mandatory subjects:
According to the Deputy Minister of Health, not all food products require a conformity declaration. This is only mandatory for products that have specific National Technical Regulations (QCVN) regarding safety and quality indicators, including:

Processed and pre-packaged foods.

Food additives and processing aids.

Tools, packaging, and materials in direct contact with food.
Note: For products without specific national technical regulations, businesses are only required to provide scientific evidence or corresponding test results instead of a formal conformity declaration.
Registration process and procedures:

Method: Online submission, via postal service, or directly at state management agencies designated by the Provincial People’s Committee.

Processing time: Authorities will publicly disclose the receipt of information within 10 days.

Validity period: The declaration is valid for 3 years. Upon expiration, businesses must conduct a review and re-declare if they continue production or trade.
Reform of import inspection methods:
Decree 46 establishes three levels of inspection for imported goods:

Reduced inspection: Only documentary checks (for compliant businesses).

Standard inspection: Documentary checks combined with partial sampling.

Tightened inspection: 100% documentary and physical checks (applied in cases of violations or safety alerts).
