Developing the Decree for Population Law: Establishing a Unified and Synchronized Legal Framework

The Ministry of Health recently held a working session to discuss the draft Decree guiding the implementation of the Law on Population (No. 113/2025/QH15). This is a pivotal step in concretizing major policies, providing a clear legal basis for localities and organizations to execute human and social-related activities in the new era.

Structure and Key Focus Areas The draft Decree is structured into 7 chapters and 39 articles, focusing on solving significant demographic challenges facing Vietnam. Key contents include:

  • Managing Size and Structure: Establishing mechanisms to regulate population quantity and composition.

  • Adapting to Demographic Changes: Focusing on solutions to address the rapidly progressing trend of population aging.

  • Enhancing Population Quality: Proposing criteria and measures to improve the physical, intellectual, and mental well-being of the citizens.

  • Defining Responsibilities: Clearly outlining the roles of individuals, organizations, and state agencies in policy enforcement.

Feasibility and Socio-Economic Impact According to the drafting committee, the application of the new Decree will not place significant pressure on the national budget as it primarily utilizes existing human and financial resources. Conversely, the social values and sustainable development of the population are expected to yield benefits that far outweigh the investment costs.

Ministry of Health leadership emphasized that the drafting team must compile the document scientifically and rigorously to ensure high practicality. The ultimate goal is to create a synchronized legal corridor, shifting management mindsets from merely focusing on quantity to comprehensively caring for the quality of life.
