Khanh Hoa prioritizes personnel stabilization in primary healthcare transition

Khanh Hoa province is accelerating the transfer of local health stations to commune-level management. However, this process is encountering significant organizational and human resource obstacles that require immediate resolution before the official deadline.

According to local health authorities, the primary challenge is the shortage of specialized staff at the grassroots level. Currently, 32 communal health stations lack dedicated accountants. To address this, the health sector has proposed transferring official permanent staff quotas to these units, enabling local authorities to proceed with recruitment.

Furthermore, finalizing leadership roles at these stations has proven difficult as many staff members do not yet meet the required criteria for official appointment. This has led to delays in completing legal procedures for health insurance contracts and the establishment of official operational regulations.

In response, the Khanh Hoa Provincial People’s Committee has directed relevant agencies to prioritize personnel restructuring, focusing on management positions, accounting, and information technology. The objective is to ensure the new system is fully operational by April 1st. Departments of Home Affairs, Finance, and Social Insurance have been tasked with guiding local authorities on financial autonomy and ensuring that public healthcare services remain uninterrupted during the transition.
