Ho Chi Minh City strictly sanctions violations in private healthcare services

The Ho Chi Minh City Department of Health has recently released a list of individuals and organizations sanctioned for serious administrative violations in the medical field. The infractions primarily involve unlicensed operations, using unqualified personnel, and fraudulent use of professional certificates.

Key cases include:

  • Unlicensed and uncertified operations: A facility in District 5 (managed by Nguyen Tran Thien Trang) was fined 103 million VND and suspended for 18 months. This establishment was caught providing medical services without an operating license, with staff lacking professional certification.

  • Professional certificate fraud: Jan Dentist Dental Co., Ltd. received an 87-million-VND fine for leasing and borrowing professional certificates from others to conduct business. The company also had its related certifications revoked for nearly two years and was ordered to remit all illicit profits.

  • Illicit medical practice: An individual in District 10 was fined 84 million VND for providing medical examinations and treatments without any of the legally required permits or certifications.

  • Exceeding professional scope: An ENT clinic in Thu Duc City faced a temporary suspension for performing medical procedures beyond its authorized scope and failing to maintain mandatory standards post-licensing.

In addition to financial penalties, authorities applied supplementary measures such as temporary license revocation, operational shutdowns, and the seizure of all illegal profits derived from the violations. The Department of Health also warned against the forgery of professional documents and pledged to collaborate with security forces to sanitize the healthcare environment and ensure public safety.
