Authorities have identified transparency issues regarding food procurement at Nhi Duc Kindergarten in Kien An District, Hai Phong. Despite having an active 1.6 billion VND contract with a legally selected bidder, the school maintained a separate, non-tendered agreement with Tien Anh Import-Export Co., Ltd. specifically for beef supplies.
Investigations revealed a serious safety concern: the school continued to accept food deliveries from Tien Anh even after the company’s food safety certification had expired between September and December 2025. The school’s principal admitted that the extracurricular contract was maintained due to “personal considerations.” Consequently, all transactions with the firm have been suspended pending a regulatory compliance review.
Legal experts and local authorities stated that providing meals or raw ingredients to public schools without a formal bidding process violates Decree 214/2025/NĐ-CP. Furthermore, operating without a valid food safety certificate can result in administrative fines ranging from 30 to 40 million VND. The Hai Phong Rural Development Department is currently finalizing the disciplinary process against the involved enterprise for these safety and procurement breaches.
