New proposals for specialized inspection procedures in the health sector

The Ministry of Health is currently seeking public feedback on a draft Circular designed to standardize specialized inspection processes. The proposal clearly outlines jurisdictional boundaries: the Minister of Health holds general oversight, Department Directors manage inspections within their delegated authority, and local jurisdictions follow established decentralization frameworks.

The proposed workflow spans from strategic planning to field execution. Notably, thematic inspection plans must align with state management requirements and be centralized through the Ministry’s Office. Each inspection is limited to 15 days, with a single extension of up to 7 days permitted for complex cases. The draft also introduces flexibility by allowing for remote or online inspections when appropriate.

Regarding the scope of inspections, three options are being considered: a detailed list of 11 specific fields (including clinical treatment, pharmaceuticals, and food safety), a general definition based on the Ministry’s broad mandate, or omitting specific categories from the Circular entirely. The draft further stipulates that advance notice must be given to inspected parties, except in cases of unannounced inspections aimed at preventing the destruction of evidence.
