The Ministry of Health (MoH) has submitted a draft Decree on its functions, duties, and organizational structure to the Ministry of Justice for appraisal. The proposal highlights the transformation of existing units into specialized Departments to meet modern regulatory demands.
Establishment of new specialized Departments The draft proposes the formation of two new Departments by reorganizing current units:

Department of Health Insurance: Reorganized from the existing Department of Health Insurance (Vụ). This move aims to strengthen policy-making capacity, ensure the balance of the Health Insurance Fund, and improve the quality of insured medical services.

Department of Information Technology and Digital Transformation: Formed from the National Health Information Center. This unit will serve as a unified focal point to manage and implement digital transformation across the health sector, eliminating current overlaps between various units.
Organizational streamlining and arrangement In addition to the new departments, the MoH proposed several significant changes toward a leaner structure:

Abolishing the Ministry Inspectorate: In accordance with the 2025 Law on Inspection.

Subordinate units structure: The MoH will consist of 19 units, including specialized Departments (Cục and Vụ), the Ministry Office, the Health Strategy and Policy Institute, and the Sức khỏe & Đời sống (Health & Life) newspaper.

Specifics for the Department of Planning and Finance: This is the only Vụ proposed to have three internal divisions (phòng).
Management Vision The transition from a “Vụ” (advisory unit) to a “Cục” (unit with both advisory and executive functions) reflects the Ministry’s commitment to enhancing state management effectiveness. The Minister of Health will define the specific functions and duties of each unit and submit a list of other subordinate public non-business entities to the Prime Minister for approval.
