During a field visit to Ca Mau province in early March 2026, Ministry of Health leaders surveyed and proposed several strategic solutions to enhance primary healthcare capacity. A key highlight for the province is its health insurance coverage reaching nearly 99%, alongside a comprehensive network of commune-level health stations staffed with permanent doctors.
To address aging equipment and the shortage of specialized personnel, the Ministry of Health is considering a flexible, position-based training model. Instead of focusing solely on long-term advanced training, certain roles at grassroots stations could receive short-term training of 1-2 years to quickly meet practical demands in non-communicable disease management and information technology, with options for further education later.
Alongside infrastructure upgrades, Ca Mau is aggressively implementing digital transformation, with over 96% of medical visits now utilizing citizen ID cards. By 2028, electronic medical records are expected to become the mandatory standard, optimizing data management and minimizing paperwork. The province plans to mobilize approximately 160 billion VND to modernize essential equipment, aiming to significantly improve human resource quality indicators in this southernmost region.
