Establishing the Cardiovascular Institute under 19-8 Hospital: A breakthrough in specialized healthcare

On the morning of February 6, 2026, the Ministry of Public Security officially announced the establishment of the Cardiovascular Institute under 19-8 Hospital. This marks a significant milestone in the strategy to modernize the medical capabilities of the armed forces while expanding the high-quality healthcare network for the public.

A unique interdisciplinary collaboration model

The Cardiovascular Institute was developed by comprehensively upgrading the existing Cardiology Department, integrated with leading experts and lecturers from the Department of Cardiology at Hanoi Medical University. This partnership creates a closed ecosystem linking clinical treatment, human resource training, and scientific research. The new model prioritizes the health of public security officers—who often work under high-stress conditions—while also providing medical services to the general public, effectively reducing the burden on top-tier national hospitals.

Top-tier leadership and international orientation

19-8 Hospital leadership appointed Prof. Dr. Pham Manh Hung as the Institute’s Director. A highly respected expert, he currently serves as the President of the ASEAN Federation of Cardiology and Head of the Cardiology Department at Hanoi Medical University. Under the guidance of seasoned professionals, the Institute aims to master advanced interventional techniques and reach the standards of developed countries in the region.

Commitment to investment and sustainable development

Representatives from the Ministry of Public Security emphasized that resources will be prioritized to equip the Institute with the most modern machinery and technology. The unit’s development orientation focuses on patient safety as its core, building a team of medical professionals with both high expertise and strong professional ethics. The establishment of this facility is expected to create a reliable destination for cardiovascular treatment, applying the latest medical achievements to clinical practice in Vietnam.
