Establishing a new legal status for specialized training The most significant highlight is the amended Law on Higher Education, which officially integrates specialized medical training models—such as residency and specialist degrees (Levels I and II)—into the national education system. This shift addresses a long-standing issue where specialist diplomas were previously not recognized as equivalent within the national qualification framework, creating barriers to academic progression and international integration. This new structure allows the Ministry of Health to maintain professional oversight while ensuring consistency with national standards.
Competency-based standards as the core of reform The strategy to improve physician quality in the coming period will focus on three main pillars:

This direction requires synchronized investment in modern medical education technology, promoting international quality accreditation, and expanding new specialized training fields to meet the increasingly diverse needs of society.
