At a review conference held on the afternoon of January 8, 2026, the Ministry of Health announced significant achievements in institutional development to address emerging challenges such as population aging and complex disease patterns. The year 2025 was marked by the passage of four major legal documents, establishing a foundation for the 2026–2035 development phase.
Key legislation includes the Law on Disease Prevention and the Law on Population, signaling a fundamental shift in management philosophy. The Law on Disease Prevention moves the focus from treatment to proactive prevention, prioritizing budgets for preventive medicine and expanding screening benefits for citizens. Meanwhile, the Law on Population transitions from family planning to comprehensive development, emphasizing human resource quality and adaptation to an aging demographic.
Additionally, the National Assembly approved investment policies for the National Target Program on Health and Population for 2026–2035, along with specific mechanisms to resolve existing policy bottlenecks. Moving forward, regulatory bodies will focus on drafting implementation guidelines and promoting administrative decentralization to ensure these new policies effectively integrate into public healthcare practices.
