The Ministry of Health has officially released a decision announcing the list of legal documents that have fully or partially expired under its state management as of 2025. The list comprises 48 legal instruments, including circulars and joint circulars, which previously governed various essential aspects of the healthcare sector.
The revoked documents primarily cover the following key areas:

Pharmaceutical and Food Management: Regulations on the registration of traditional medicines and herbal ingredients, drug quality standards, national technical regulations on domestic water quality, and dietary supplements for children.

Medical Examination and Health Insurance: Guidelines for initial medical registration, transfer procedures, electronic prescriptions, and electronic medical records.

Organization and Personnel: Professional standards for doctors, nurses, and midwives; staffing regulations for district-level population centers; and the mandates of provincial Departments of Health.

Preventive and Specialized Medicine: HIV harm reduction interventions, health standards for drivers, and forensic examination procedures.
This systematic review and annulment aim to streamline the legal framework by removing redundant or obsolete regulations. This ensures a transparent and updated legal environment for the state management of public health.
