National Action Plan for Birth Rate Adjustment through 2030

On February 13, 2026, the Vietnamese Government issued Decision No. 291/QĐ-TTg, establishing a strategic roadmap to stabilize the population and ensure a future labor supply. The program’s core focus is on promoting and maintaining replacement-level fertility nationwide.

Key Quantitative Targets

  • Fertility Growth: Striving for an average annual increase of 2% in the total fertility rate.

  • Information Universalization: Ensuring at least 95% of individuals of reproductive age have full access to information regarding marriage and parenting.

  • Local Implementation: Guaranteeing that 100% of provinces and cities deploy support packages for families during the childbirth and upbringing process.

Practical Implementation Measures

To achieve these targets, the state will apply multi-dimensional solutions:

  1. Biological Encouragement: Motivating women to complete having their second child before the age of 35.

  2. Social Welfare Incentives: Reviewing and proposing support packages for housing, healthcare, education, and taxation to alleviate financial pressure on families with two children.

  3. Regulatory Reform: Adjusting legal documents that are no longer suitable, specifically abolishing disciplinary measures related to former population policies.

  4. Community Health: Expanding counseling services, assisted reproductive technologies, and implementing community-based infertility prevention programs.
