A key highlight is the prioritized use of national citizen ID numbers for data management, effectively streamlining administrative registration for vaccine recipients.

The draft mandates a strict three-phase process: comprehensive pre-vaccination screening, technical adherence during administration, and a mandatory 30-minute on-site observation period. Notably, the accountability of facility heads is heightened in the event of severe adverse reactions, requiring an immediate suspension of vaccination sessions, coordinated emergency medical care, and notification to Provincial Health Departments within 24 hours.

The system for managing severe incidents is also being refined with a specific investigative timeline. Provincial health departments are tasked with convening a professional council within five working days of an incident report to determine the cause. Findings must be disclosed transparently to the affected families and the public. Furthermore, the proposed regulations empower authorities to temporarily suspend specific vaccine batches if quality issues are suspected, ensuring maximum risk prevention for the community.
