The Government of Vietnam officially issued Resolution No. 66.13/2026/NQ-CP on January 27, 2026. This Resolution establishes a special mechanism to address difficulties and obstacles in the legal procedures for circulating food products in the Vietnamese market.

- Scope of Application: This regulation applies to processed pre-packaged food, food additives, health supplements, medical nutrition food, food for special dietary uses, and nutritional products for children up to 36 months old.

Two Management Methods:
Declaration of Applied Standards: Applicable to pre-packaged processed food, micronutrients, and dietary supplements containing only vitamins/minerals without health claims.
Registration of Product Declaration: Mandatory for health supplements, medical nutrition food, food for special dietary uses, and nutritional products for children.
Scientific Evidence Requirements: Health claims must be supported by scientific data from reputable national or international journals, including ISI or SCOPUS-indexed publications, or recognized traditional medicine documents.
Processing Timeline: Competent authorities have a maximum of 90 days from receiving a complete dossier to appraise and issue the Certificate of Registered Product Declaration.

Strict Advertising Controls:

Prohibits the use of images, equipment, or titles of medical units, doctors, pharmacists, or health workers to advertise food.

Influencers (KOLs) must clearly disclose sponsorship relationships when promoting functional foods or nutritional products.

⏳ Important Transitional Provisions
- For Registered Products: Organizations/individuals have 24 months from the effective date to update and complete dossiers according to this Resolution.
- For Self-Declared Products: Products previously under the “self-declaration” regime must complete the new “declaration of applied standards” within 12 months.
- Validity: This Resolution is effective from the date of signing until a law replacing the 2010 Law on Food Safety is issued, but no later than February 28, 2027.
