Socio-economic highlights: new movements in finance and social welfare

New Welfare Policy in Ho Chi Minh City Starting January 1, 2026, the city government will implement a program to fully subsidize health insurance premiums for vulnerable populations. The beneficiaries include leprosy patients at specialized facilities, minors aged 6 to under 16, and individuals identified as poor, near-poor, or those who have escaped poverty within the last 36 months. Additionally, seniors aged 60-64, people living alone, those with terminal illnesses, or individuals with visual impairments who have low incomes will also have their insurance costs fully covered by the local budget.

Capital Market: Real Estate Bonds Slow Down Statistics from November 2025 show a sharp decline in capital mobilization through bond issuance by non-banking enterprises. Total issuance reached only 14.6 trillion VND, a drop of over 62% compared to the previous month. Specifically, the real estate sector recorded 12.8 trillion VND in issuance (down 61%). However, for the first 11 months of the year, the total capital raised by the real estate industry nearly doubled compared to the same period last year. This trend is analyzed as a cautious move by businesses to stabilize funding amid rising interest rate pressures.

This was driven by tariff pressures, monetary policy divergence, and fluctuations in the gold market. Nevertheless, the market has shown signs of stabilization since the end of Q3 2025. For 2026, the exchange rate increase is expected to be more moderate than in the past two years, as major central banks halt their monetary tightening cycles.

Legal Representation Update at Sacombank Sacombank has officially updated its legal representation structure. Accordingly, Mr. Duong Cong Minh, Chairman of the Board of Directors, will directly handle and decide on matters regarding legal proceedings, administrative transactions, and the signing of critical banking documents.
