Enhanced salary scales and professional allowances According to Resolution 261/2025/QH15, starting in 2026, doctors and pharmacists entering the public health system will be placed at salary level 2 instead of level 1 as currently regulated. This adjustment recognizes the extensive training periods and specialized nature of medical work. Additionally, a 100% professional allowance will be applied to high-pressure fields such as emergency resuscitation, psychiatry, forensics, and pathology. Medical personnel in border areas, islands, or remote regions will also receive this maximum allowance to ensure income stability.
Establishing a legal shield for occupational safety The new policy strengthens security regulations at medical facilities to prevent physical assaults and insults against healthcare workers. Violators will face not only disciplinary action, administrative fines, or criminal prosecution but also a mandatory requirement for a public apology. This apology must be issued through mass media or at the violator’s place of work or residence, aiming to create a protective barrier for the reputation and safety of medical staff on duty.
Prioritized recruitment for grassroots healthcare To address staff shortages at commune health stations, new regulations allow for the relaxation of seniority requirements during civil servant recruitment. The prerequisite is that candidates must hold a valid practicing license and commit to working at the local station for at least five years. This mechanism provides immediate employment opportunities for young professionals while strengthening primary healthcare capacity across the country.
