Vietnam proposes stricter regulations on new-generation tobacco products

Expansion of prohibition scope and new definitions The Ministry of Health has released a draft amendment to the Law on Prevention and Control of Tobacco Harms to address the rapid rise in e-cigarette use, particularly among young people (the 15-24 age group surged to 7.3%). The core of the draft is the formal definition and strict control of e-cigarettes and heated tobacco products. The proposal suggests a total ban on the harboring, storage, transportation, and use of these new tobacco categories.

Tightening advertising and display regulations A significant change is the prohibition of tobacco product displays at retail points and a ban on all forms of direct marketing. The draft also mandates increasing the size of health warnings on packaging. Furthermore, the use of images featuring actors smoking in cultural, artistic, cinematic, and television works will be strictly limited to reduce the allure of tobacco to the public.

Establishing absolute smoke-free environments The draft expands the list of locations where smoking is completely prohibited both indoors and within the premises, including:

  • All healthcare and educational facilities.

  • Playgrounds and entertainment areas specifically for children.

  • High-risk fire and explosion areas.

  • Public transport vehicles such as cars, aircraft, and trains.

Notably, the accountability of heads of organizations is emphasized in developing public health protection policies and preventing negative influences from the commercial interests of the tobacco industry.
