3-Layer Door System: Facilities must install a triple-door sequence consisting of the individual room door, the general corridor door, and the main entrance to the inpatient ward—all equipped with reinforced locking mechanisms.

Strict Monitoring for High-Risk Offenders
For patients who have committed serious crimes, such as homicide, or those with extensive criminal records, the draft proposes the most rigorous management protocols:

24/7 Direct Supervision: These individuals will be placed in rooms under constant, direct observation by both medical staff and security forces.

Protective Interventions: Healthcare facilities are authorized to implement isolation, physical restraint, or temporary suspension of visitations when patients display disruptive behavior, ensuring the safety of medical professionals and other patients.
Admission and Integrated Care Protocols
The proposal also clarifies procedures for emergency medical situations. Should an individual require urgent care for non-psychiatric conditions at the time of admission, the designated facility will facilitate treatment at an appropriate medical unit before transferring them to the specialized psychiatric ward.
