Proposed Enhanced Security for Mandatory Psychiatric Treatment: 3-Layer Doors and 24/7 Surveillance

The Ministry of Health has recently proposed a draft Decree aimed at strengthening the management of individuals under mandatory psychiatric treatment orders. These measures address the rising complexity of managing offenders who committed dangerous acts while lacking mental capacity.

Multi-Layered Security Infrastructure

The draft sets stringent physical security standards for designated psychiatric facilities:

  • 3-Layer Door System: Facilities must install a triple-door sequence consisting of the individual room door, the general corridor door, and the main entrance to the inpatient ward—all equipped with reinforced locking mechanisms.

  • Total Visual Surveillance: Cameras must be positioned to monitor the entirety of each treatment room.

  • Constant Security Presence: 24/7 security personnel are required to oversee restricted areas.

  • Safety-Oriented Design: The use of non-hazardous materials and specialized equipment is encouraged to prevent incidents of self-harm or violence.

Strict Monitoring for High-Risk Offenders

For patients who have committed serious crimes, such as homicide, or those with extensive criminal records, the draft proposes the most rigorous management protocols:

  • 24/7 Direct Supervision: These individuals will be placed in rooms under constant, direct observation by both medical staff and security forces.

  • Protective Interventions: Healthcare facilities are authorized to implement isolation, physical restraint, or temporary suspension of visitations when patients display disruptive behavior, ensuring the safety of medical professionals and other patients.

Admission and Integrated Care Protocols

The proposal also clarifies procedures for emergency medical situations. Should an individual require urgent care for non-psychiatric conditions at the time of admission, the designated facility will facilitate treatment at an appropriate medical unit before transferring them to the specialized psychiatric ward.

Standardizing these management conditions aims to mitigate the burden on healthcare workers while preventing potential risks associated with this unique group of judicial patients.
