Accelerating Digital Transformation in Healthcare: Building a Foundation for Modern and Civilized Governance

Strategic Focus: Perfecting National Infrastructure and Data During a review meeting on April 13, 2026, Deputy Minister of Health Nguyen Tri Thuc emphasized that digital transformation is the “backbone” of modern healthcare governance. The sector’s core objective for 2026 is to establish a transparent and efficient digital environment, meeting the standards of Project 06 and Government strategic resolutions.

Key Tasks Implemented in 2026:

  1. Systematization of 14 Healthcare Databases: Functional requirements for each department have been finalized, with a focus on data cleaning for synchronized integration into the National Public Service Portal.

  2. Digitization of Personal Health Records: Accelerating the standardization of Electronic Health Records and e-Prescriptions. Data is managed under the “Accurate, Sufficient, Clean, and Live” principle to support the goal of universal Electronic Medical Records (EMR).

  3. Infrastructure and Cybersecurity Upgrades: Expediting IT equipment upgrades and ensuring absolute information security for departments, bureaus, and hospitals under the Ministry of Health.

  4. Business Process Restructuring: Transitioning from traditional workflows to a digital environment, establishing digital tools as the standard operating procedure for all civil servants and staff.

Decisive Leadership Directives Deputy Minister Nguyen Tri Thuc demanded that departments be flexible and proactive in proposing budgets and technological equipment. Digital transformation is viewed not merely as a technical goal but as a pivotal mission to enhance public service quality, better serve citizens and businesses, and ensure transparency and civilization across all healthcare operations.
