During its 4th plenary session for the 2025–2030 term held on March 31, 2026, the National Medical Council focused on finalizing the procedures for the national medical practice competency examination. This initiative is a key requirement to implement the 2023 Law on Medical Examination and Treatment and Decree No. 96/2023/ND-CP.
Key developments from the session include:

Organizational restructuring: Personnel were appointed to three core boards: the Tool Development Board, the Examination Organizing Board, and the Legal Board. These entities are tasked with establishing the technical and legal frameworks for the assessment.

Infrastructure and resource development: The Council is finalizing a scientifically structured question bank designed to comprehensively evaluate professional expertise and medical ethics. Additionally, plans for a nationwide network of testing centers and IT infrastructure are currently undergoing budget appraisal.

Standardization of protocols: Members emphasized that the examination regulations must ensure absolute transparency and objectivity. The 12-month clinical practice requirement prior to licensing is also being standardized in terms of duration and professional content.
The strategic objectives of this new assessment system are to enhance patient safety, standardize the quality of the domestic medical workforce, and provide a foundation for Vietnamese healthcare professionals to align with international standards. According to the roadmap, starting from 2027, passing this national exam will be a mandatory requirement for medical licensure.
