    • Resolution No. 21/2026/NQ-CP (issued April 29, 2026) governing the reduction and simplification of business prerequisites, administrative protocols, and the decentralization of execution authority within the healthcare industry.

    • Decree No. 165/2026/ND-CP (issued May 15, 2026) detailing the statutory guidelines and implementation framework for the Law on Disease Prevention.

  • Structural Breakdown of the 14 Abolished Administrative Procedures: The 14 distinct procedures slate for termination on July 1, 2026, are systematically categorized based on their legacy regulatory agencies as follows:

    • Procedures Formerly Under the Ministry of Health (General Department of Disease Prevention): The mandate formally dissolves 03 high-level procedures: The issuance of import permits for pathological specimens; The formal designation decree for reference HIV-positive confirmatory laboratories; and The modification decree for reference HIV-positive confirmatory laboratory designations.

      • Opioid Substitution Therapy Frameworks: The registration declaration of qualified facilities delivering opioid substitution therapies using replacement drugs; and The cancellation of existing eligibility files for opioid substitution therapy facilities.

      • HIV Confirmatory Diagnostic Settings: The original issuance, re-issuance, and subsequent adjustment of operational certifications for designated HIV-positive confirmatory screening laboratories.
