Government approves School Health Program: 100% of students to undergo annual health screenings

Deputy Prime Minister Le Tien Chau has officially signed Decision No. 973/QD-TTg, ratifying the National School Health Program for the 2026-2035 phase. This strategic initiative is designed to comprehensively upgrade the protection, care, and physical development of the student population, establishing definitive benchmarks for technical infrastructure, specialized personnel, and digital medical data integration.

The documented strategic targets, infrastructural frameworks, and core managerial solutions feature:

  • Human Resources and Student Healthcare Targets by 2030:

    • The program aims to ensure that 60% of public preschools and general education institutions are staffed with full-time, qualified school medical personnel.

    • A mandatory 100% coverage rate of full-time, qualified medical staff is set for higher education institutions, colleges, intermediate schools, boarding schools, semi-boarding schools, ethnic minority schools, and specialized schools for individuals with disabilities.

    • Achieve a 100% threshold of students receiving physical examinations or medical screenings at least once a year. All verified clinical charts must be systematically synchronized into individual Electronic Health Records, directly interconnected with the National Population Database.

  • Standardization of School Infrastructure and Facilities:

    • The mandate requires 100% of educational facilities to establish separate medical rooms supplied with essential pharmaceuticals and diagnostic equipment; guarantee quality standards for drinking and utility water; and manage school meals in strict compliance with food safety regulations.

    • Ensure 100% of preschools and general education schools actively execute routine tracking and nutritional status evaluations for children and students.

    • Target a minimum of 80% of educational institutions operating standardized restroom facilities optimized for learners, explicitly including accommodations for individuals with disabilities. Concurrently, 100% of institutions must institutionalize educational campaigns focusing on school nutrition, general healthcare, and mental health.

  • Developmental Blueprint for the 2031-2035 Phase: During this extended phase, the program will continue to optimize healthcare delivery for learners while sustaining prior achievements. The master plan aims to fulfill 100% of all personnel and infrastructural targets, with particular emphasis on addressing the requirements of students with disabilities.

  • Core Implementation Action Modules: To fulfill these objectives, the program outlines 6 primary solution groups: reinforcing the legal and policy framework governing school health; prioritizing recruitment and capacity-building for specialized medical staff; upgrading physical infrastructure, classroom lighting, sports fields, and restrooms (prioritizing females and individuals with disabilities); standardizing educational models; driving digital transformation; and strengthening inter-disciplinary enforcement while mobilizing social resources. Health communication assets will be fully digitized alongside the integration of master databases monitoring school healthcare infrastructure.
