Following urgent directives from the City Party Committee, the Ho Chi Minh City Department of Health is rapidly developing a comprehensive plan to provide health screenings for the city’s entire population within 2026. The core objective is to ensure every resident, regardless of their administrative residence, receives at least one check-up to establish a lifelong electronic health record.
The city’s healthcare authorities proposed a “three-pillar” model to achieve universal coverage:

Boundary-free healthcare access: Residents may choose any convenient medical facility (public or private) for their screening, eliminating the need to visit their registered permanent residence. This solution specifically supports freelancers and migrant workers.

Community-based screening for high-risk groups: Efforts will focus on the elderly, vulnerable populations, and those with non-communicable diseases. Local health stations and mobile care teams will conduct screenings directly within residential areas.

Digital integration of existing data: The system will collect and link health data from periodic examinations at schools, enterprises, and hospitals to enrich individual health profiles.
To realize the goal of screening 15 million people, the Director of the Department of Health emphasized the need for inter-departmental coordination and flexible financial mechanisms, combining state budget with socialized resources. The city will develop standardized screening packages tailored to age groups and risk profiles, allowing citizens to easily access and monitor their health status through a unified data system.
