Progress on updating the legal framework for food safety governance

In an effort to modernize state management, an intensive discussion was held to review core policy orientations for the proposed amendments to the Food Safety Law. The focus of this reform is to shift management methods from localized control to comprehensive value chain oversight.

Authorities have identified four key policy pillars with selected optimal solutions:

  1. Restructuring the management apparatus: Priority is given to a centralized management model that utilizes the existing personnel network. This approach clearly separates risk assessment from management enforcement, ensuring consistency from central to local levels without causing major administrative disruptions.

  2. Closed-loop value chain oversight: Establishing a continuous control mechanism from input factors (seeds, feed, pesticides) through pre-processing and processing to the final consumer. This approach eliminates overlapping responsibilities between relevant ministries and sectors.

  3. Strict control of additives and raw materials: Implementing a process that combines import declarations (pre-inspection) with increased frequency of physical inspections (post-inspection). The goal is to prevent the misuse of industrial chemicals in food and improve traceability in case of incidents.

  4. Business incentive mechanisms: Proposing specific incentives for entities applying high technology and investing in Research and Development (R&D) for clean food production.

The orientation of this law amendment closely follows directives to build a synchronized and effective legal corridor. This ensures that domestic food not only protects public health but also meets the standards to integrate more deeply into international markets. Specialized units are urgently synthesizing feedback to finalize the documents for legislative submission in the near future.
