The Government has recently issued Resolution 21/2026/NQ-CP, marking a significant shift in streamlining administrative procedures within the healthcare sector. A key highlight of this resolution is the robust decentralization of authority from the central government to local provinces to optimize business operations.
Shift in advertising licensing authority As of July 1, 2026, the Chairpersons of provincial People’s Committees will officially hold the authority to grant certificates for health supplement advertising content. This responsibility was previously managed directly by the Vietnam Food Administration (Ministry of Health).

Submission methods: Businesses can apply in person or via the provincial online public service portal.

Response time: Local authorities have 10 working days to review and return results upon receipt of a complete and valid application.

Amendment process: The receiving agency is permitted to request dossier supplements only once. If a business fails to finalize the required amendments after 90 working days, the application will be invalidated.
Transparency and post-inspection requirements All products approved for advertising must be publicly disclosed on the receiving agency’s website and the food safety database. This transfer of power does not mean a reduction in oversight; on the contrary, the Ministry of Health will collaborate with local authorities to intensify inspections of advertising on social media platforms and e-commerce sites.
Decentralization of medical practice licensing Following the same roadmap, starting July 1, 2026, the Ministry of Health will cease issuing medical practice licenses and certificates. This authority will be fully transferred to the Chairpersons of provincial People’s Committees, effectively shortening administrative processes for local healthcare professionals.
