Vietnam suspends new food safety regulations

The Government has issued Resolution 15, officially suspending the implementation of Decree 46 and Resolution 66.13 regarding food safety management. This suspension will remain in effect until the amended Law on Food Safety and its guiding documents are enacted, which is anticipated by late 2026.

During this interim period, administrative activities will revert to the previous legal framework established under Decree 15 of 2018. Applications submitted by businesses prior to the effective date of Resolution 15 will continue to be processed in accordance with the provisions of Decree 15.

While easing certain administrative procedures, the Government has directed the Ministries of Health, Industry and Trade, Agriculture and Rural Development, and local authorities to intensify inspections. Key supervisory focus areas include:

  • Product registration and advertising compliance.

  • Combating counterfeit goods, smuggling, and trade fraud.

  • Quality control at collective kitchens, schools, and street food vendors.

  • Updating and sharing synchronized data on the National Public Service Portal.

This policy shift aims to remove obstacles for enterprises while ensuring there are no regulatory gaps in protecting public health.
